A website helps someone understand an organisation and take a first step. A web application is software they return to: submit a report, manage a booking, review a queue, update a record.

Calling everything a website hides the operational work. If staff will live in it every week, scope it as a system: roles, states, exports, and what happens when someone makes a mistake.
